"White Book" of high technologies in Russia and abroad


In February 2022, the Russian Ministry of Economic Development published a White Paper, a summary analysis of the development of high technologies in Russia and abroad.
The White Paper addresses ten areas, the study was prepared by the Ministry of Economic Development on behalf of Andrey Belousov, First Deputy Prime Minister of the Russian Federation, together with the Higher School of Economics, national technology initiative centers, relevant departments and leading companies.

Earlier in 2019, the President of the Russian Federation set tasks for the largest companies to become leaders in global technology markets. The Government of the Russian Federation, in turn, identified 16 high-tech areas and signed 16 agreements of intent with 10 largest state corporations and companies with state participation.

In particular, in pursuance of the order of the Government of the Russian Federation No. 8-r dated July 2019, 1484, in 2019 the Government of the Russian Federation and the State Corporation Rosatom signed an agreement of intent to develop the high-tech area "Technologies of new materials and substances" in the Russian Federation , the main mechanism for the implementation of which is the roadmap for the development of this area approved in 2020 by the Government.

The high-tech direction "Technologies of new materials and substances" of the White Paper includes three large groups of technologies: additive technologies, polymer composite materials, rare and rare earth metals (RM and REE), including lithium production technologies. Lithium production technologies are singled out in a separate category due to their high importance for the global economy and the growing demand for this rare metal from energy, electric transport, the electronics industry and a number of other areas. The RM and REE block was prepared with the direct participation of the Association.
For each of the 10 areas, the White Paper contains a cross-section of development trends, monitoring of the publication and patent activity as objective indicators of the potential of Russian technologies in new markets.

The Ministry of Economic Development of Russia plans to update the document annually in order to increase the effectiveness of the implementation of agreements.
