"The desire for a technological breakthrough should not be hindered by the remnants of the past," - Ruslan Dimukhamedov

December 7-8, 2021 at the All-Russian Scientific Research Institute of Mineral Resources named after V.I. N.M. Fedorovsky hosted the Second Scientific and Practical Conference “Mineral and Raw Material Base of High-Tech Metals. Development, reproduction, use”. The organizers of the Conference were: All-Russian Research Institute of Mineral Resources. N.M. Fedorovsky (FGBU VIMS), Russian Academy of Sciences, Ministry of Industry and Trade of Russia, Association of Producers and Consumers of Rare and Rare Earth Metals, Udokan Copper Company.
The opening of the Conference took place with the participation of the Head of Rosnedra E.I. Petrov and Deputy Minister of Natural Resources and Environmental Protection of the Republic of Belarus A.V. Goroshko.


The conference program was formed from a pool of meaningful reports from representatives of departments, industry and scientific communities on topics about the prospects for the development of natural and man-made objects of high-tech metals, the development of their SMEs, as well as advanced technologies for the extraction and processing of raw materials.
Within the framework of the plenary session, the speakers were the heads of FGBU VIMS, representatives of the Ministry of Industry and Trade of Russia, the Ministry of Natural Resources of Russia, FGBU "REA" of the Ministry of Energy of Russia, FGKU "Rosgeolexpertiza" of the State Scientific Center of the Federal State Unitary Enterprise "TsNIIchermet im. I.P. Bardin, FSBI TsNIGRI, 
Particular attention during the event was paid to the development of the industry of rare and rare earth metals, opinions were expressed on building an optimal strategy for the development of the rare metal industry in the Russian Federation.
In particular, Ruslan Rafkatovich Dimukhamedov, Chairman of the Association of RM and REE, outlined a list of problems that limit interested companies from rapidly implementing promising investment projects in the field of RM and REE.

“The desire for a technological breakthrough should not be hindered by remnants of the past. We are well aware of the vulnerabilities that hinder the development of the industry in the country. There are enough of them, in contrast to the proposed state regulation aimed at the development of new and, moreover, strategically important production of rare earths. Yes, each project is unique, and everyone has different needs, however, in general, we have an understanding of what approaches should be applied in order to interest an investor in the development of this business niche and convince government authorities to provide the necessary support.
We are open to discussing and promoting proposals from industry participants.” - emphasized R.R. Dimukhamedov.

The structured program of the Conference made it possible to establish an effective dialogue between speakers and listeners, the need to develop a coordinated state policy, as well as the efforts of the professional and scientific communities in the field of developing RM and REE deposits, building end-to-end technological chains for processing and using materials based on them was repeatedly noted.
Holding the event at the VIMS site for the second time has become one of the significant events for the industry and an effective way to exchange ideas about its development.
